Part of #4.

  • Adds Submitter to GLOSSARY.md: the forge user that opens submissions on a program's behalf, which can propose versions but never merge them.
  • Adds ADR 0004: a submission's manifest is written by wingetsource new-version in this repository. jeff/winget-submit only clones this repository at main, runs new-version and check, and pushes the branch and opens the pull request. Because every pinned copy of the action runs main's new-version, options can be added to its command line but never changed or removed.

The submitter is the forge user that opens submissions on a program's
behalf. ADR 0004 records that `wingetsource new-version` writes a new
version here, and that jeff/winget-submit only handles git and Forgejo.
