The spike proved the source with JCOllie.Clipwatch, a portable executable.
harrier is the first package whose installer is an MSI (built on Linux with
msitools wixl from dist/windows/harrier.wxs, attached to its Forgejo
release with SHA256SUMS), and an MSI exercises what a portable installer
does not:

  • InstallerType: wix with the ProductCode of each release, and an
    UpgradeCode that never changes, so that winget correlates the installed
    product with the package.
  • An upgrade from one MSI version to the next, on the Windows VM, the same way
    the spike tested Clipwatch's upgrade.
  • The installed program showing up in winget list -s JCOllie.

The first manifest, JCOllie.Harrier, is written by hand: description,
license, homepage and tags in the default locale file. x64 only for now.
