zfj completion powershell and src/cli/completions/zfj.ps1.

Register-ArgumentCompleter -Native -CommandName zfj, zfj.exe. Hands __complete the command's elements up to the cursor, adding an empty one when the cursor is past a space.
Each candidate becomes a CompletionResult, with the description as its tooltip.
:files / :dirs fall back to PowerShell's own path completion (return nothing, or complete paths explicitly; whichever actually works). An unknown directive is :none.
Must work in Windows PowerShell 5.1 as well as pwsh 7, quoting arguments the way native commands receive them on Windows.
Joins the shell check with pwsh from nixpkgs: TabExpansion2 on zfj iss and zfj issue list --st.
