What

Listing or creating a repository's labels now means zfj op issueListLabels / zfj op issueCreateLabel with JSON on stdin. Porcelain for it:

zfj label list [-R] [--json] — name, color, description.
zfj label create <name> --color <hex> [--description <text>] [-R].
Perhaps label edit and label delete, to settle at triage.

Where fj puts these (fj label?) so the flags read the same.
Whether create should succeed quietly when the label already exists, which makes a triage setup script rerunnable.
